Are Y block builds common for rat rods? I'm digging the 283 though. I'd rather have a well-built solid cam 283/302 than a 350 or 351 pulled out of a truck.

That's unfortunate. SBC swaps are way to common for something like that. If you're going to do an SBC, I'd rather see something like a 327, 302, or 283 than a generic 350. You could make more power with a proper 327 or 302 build anyway.

I'm running a 4.3L V6 in my rat. It is 3/4th of an SBC.

This is what I keep telling the guy. If it's a hot rod, I'd like to see plymouths, early Firedome Hemis, Y-blocks, Buick nailheads, three-carb Olds. Plus, like this guy has, something like a Muncie or Toploader. 350 Chevy + TH400? GTFAC.

Not a lazy single-carb 350 helps a lot. The other stuff is mostly icing.
